I find this situation rather perplexing.
As a foreign resident on a 600 tourist visa, I had some interest withheld at a high rate of 47%. However, I was informed afterward that I only need to pay a 10% tax, and any additional withholding tax can be refunded by the ATO.
So, here’s how my journey unfolds:

If there’s any extra interest withheld by the bank in the current financial year, I can approach the bank directly for a refund, according to QC45331
too much withholding tax has been withheld from an amount of interest, dividend or royalty payments made in Australia and the error is discovered
by 30 June of the relevant year – your payer refunds the amount to you
after 30 June of the relevant year – you apply to us
However, the bank requires a Tax File Number (TFN).

I attempted to apply for a tax refund directly by post, according to QC45331.
How to apply and submit the form if you are not a custodian/payer or registered tax agent
To apply for a refund of over-withheld withholding tax on your own behalf you need to:

If you are not an Australian resident for tax purposes, you must attach a Certificate of Residency or your claim may be rejected.
If you are unable to obtain a certificate, you must contact the ATO at the below address for further assistance.

However, I haven’t received any response.
I contacted the ATO, but they were unable to identify me without a TFN and advised me to apply for one.

I applied for a TFN by post as per instructions in QC22606. Along with my application, I included my certified foreign passport and a certified translation of my Chinese national identification card. During the process, I received a letter from the ATO requesting the original certified Chinese national identification card. I promptly sent the requested supplementary material and reposted my application on May 3, 2024.
However, I have not received any feedback.
Today, when I contacted the ATO, they were unable to locate my identity but suggested that I apply online via IAR. However, upon attempting to do so, I found that I am ineligible to apply due to my 600 visa status.
So, what should I do? Or is it possible to apply for TFN and get tax refund?
